Elizabeth City-Pasquotank Board of Education:

The district's vision states, "In a changing world, ECPPS will prepare all learners to be productive, competitive, and successful citizens." The last few weeks have proven to be world changing. Though we are not ending this school year as planned, in some ways, we are ending the year #ECPPSstrong(er) than we imagined. Our administrators, educators, and staff have been phenomenal in rising to meet the challenges of flipping an entire district to remote learning in a matter of days. It is evident that ECPPS has talented and dedicated staff members who have a passion to support students and families.

It is with that same passion that we approached budget development to be sure that when asked, "How are the children?" board members, staff, parents and our community can feel confident "all children in ECPPS are well."

This year has brought many changes for ECPPS. Within months of my appointment as superintendent, I made several key hires which included a Chief Human Resources Officer, a Chief Academic Officer, a Chief Finance Officer, a Director of Child Nutrition and a Director of Transportation. This team has worked on internal reviews to ensure we are good stewards of all resources entrusted to us and that the concerns of the Board of Education and goals and priorities of the strategic plan are met.

COVID-19 has impacted ECPPS, just like it has other agencies, entities and our local, state and federal government. We will not know the full impact of COVID-19 for quite some time. We know there may be potential gaps as we learn to maneuver through new normals while continuing to meet the needs of all students. Our executive team is confident we can utilize the resources currently available to make a positive forward-moving impact on our students, staff, and community.

We have made great strides in these short nine months, but we know there is still a lot of work to be done. It is with pleasure that I present to you the 2020-2021 Superintendent's Proposed Budget.
