Program Location for 2026-2027
The 2026-2027 school year marks an exciting new chapter for our Pre-K program as students begin learning at the Pasquotank Early Childhood Center, located at 1407 Peartree Road in Elizabeth City.
Housed in the former Pasquotank Elementary School building, the center features newly renovated Pre-K classrooms thoughtfully designed to support early childhood development, build foundational skills, and provide a strong start toward Kindergarten readiness.
Additional information regarding orientation, transportation, and campus procedures will be shared with enrolled families prior to the start of school.
Eligibility Requirements
To be eligible for enrollment in the ECPPS Pre-K Program for the 2026-2027 school year, children must meet the following criteria:
- Reside in Pasquotank County
- Be four years old on or before August 31, 2026
- Be completely toilet trained unless there is a documented medical condition that prevents toilet training
- Participate in required Pre-K screening
All children with a completed application packet will be screened using the DIAL-4 screening assessment. The screening measures developmental skills based on the child’s chronological age on the day of screening.
Acceptance into the program is not determined on a first come, first served basis.
Important Enrollment Policies
- If you have accepted a Pre-K slot at Head Start, you will not be considered for a slot in the ECPPS Pre-K Program or at other contracted sites
- Teacher or location requests cannot be honored
Required Documentation
After completing the online application, the following documents must be emailed to:

Required Documents:
- Child’s Birth Certificate (child must be four years old on or before August 31, 2026)
- Child’s Social Security Card (original required)
- Shot Record (must be up to date)
- Verification of Household Income (examples: 2025 W-2 forms or 2025 1040 tax form)
- Proof of Residency within Pasquotank County (examples: recent electric bill, water bill, or home phone bill)
- Proof of Parent or Guardian Identification (examples: valid North Carolina driver’s license, state issued ID, or government issued identification card)
- Current Health Assessment and Dental Screening
