ECPPS Announces New School Leadership for 2026-2027 Year

Elizabeth City-Pasquotank Public Schools (ECPPS) has announced several key leadership appointments for the upcoming school year, bringing experienced educators and proven administrators into new pivotal roles across the district.  Four district schools will welcome new principals, and several schools will welcome new assistant principals, reflecting ECPPS’ continued commitment to expanding leadership development opportunities. 

"We are thrilled to welcome these dedicated leaders into their new roles," said Superintendent Dr. Keith Parker. "Each of these administrators brings a wealth of experience, a deep familiarity with our district, and a passion for student success that will greatly benefit our schools and community."

New Principal Appointments

• Mr. Jonathan Snead – Elizabeth City Middle School: Mr. Snead will join Elizabeth City Middle School as the next principal of the Yellow Jackets. He brings a strong administrative track record, having served as the principal at Sheep Harney Elementary School for the past two years. His prior experience includes serving as an assistant principal at both Northeastern High School and Elizabeth City Middle School, following a successful tenure as a teacher and administrator in Hampton City Schools.
   
• Mrs. Eboni Stallings – River Road Middle School: Mrs. Stallings is returning to the River Road Rockets, this time to serve as principal. She previously spent numerous years at River Road Middle School as an instructional coach supporting teachers before transitioning to a district-level Secondary English Language Arts instructional coach. A graduate of the East Carolina University Principal Fellows program, Mrs. Stallings completed her internship year at Northeastern High School, where she subsequently served as assistant principal and interim principal. 
   
• Mrs. Sharron Bell – Northeastern High School: Mrs. Bell will take the helm at Northeastern High School as the next Eagle principal. For the past two years, she served as the principal at Elizabeth City Middle School, where she successfully implemented the Community Schools model and launched the school’s transition into the prestigious International Baccalaureate Middle Years Program. Her roots in the district include prior roles as an assistant principal at both Elizabeth City Middle School and Northeastern High School, as well as several years as a math teacher.
   
• Mrs. Lacoyia Cobb-Eure – Sheep Harney Elementary School: Mrs. Cobb-Eure has been named the next principal of Sheep Harney Elementary School after serving as the school's assistant principal during the past year. She looks forward to building upon the positive momentum and continued growth of the school community. An East Carolina University Principal Fellow, Mrs. Cobb-Eure completed her administrative internship at J.C. Sawyer Elementary School and Sheep Harney Elementary before joining the school's leadership team. Before entering school administration, she served as an exceptional children’s teacher, Pre-K program coordinator, and district support staff in the Exceptional Children’s department.

New Assistant Principal Appointments

• Ms. Sylvia Carver – Pasquotank County High School: Ms. Sylvia Carver returns to the leadership team at PCHS as its newest assistant principal. During the 2024-2025 school year, she joined PCHS as a mathematics multi-classroom leader, providing instructional coaching and support to the math department.  Before her time as a PCHS Panther, Ms. Carver was an instructional coach at Elizabeth City Middle School and a former mathematics teacher.  She is a graduate of the East Carolina University Principal Fellowship program and completed her administrative internship directly at Pasquotank.
   
• Mrs. Elizabeth Bill – Elizabeth City-Pasquotank Early College: Starting July 1, Mrs. Bill will serve as the new assistant principal and Dean of Student Success at the Early College campus located at the College of The Albemarle (COA). Mrs. Bill joined ECPPS in 2020 as a music teacher at Central Elementary School, where she was instrumental in coordinating the district’s elementary all-county choir program. She recently completed her assistant principal internship at Northeastern High School and graduated from the East Carolina University Principal Fellows program.
   
• Mr. J'Vonn Davis – River Road Middle School:  Mr. Davis has been appointed assistant principal at River Road Middle School. A recent graduate of the North Carolina Central University Principal Fellows Program, he completed his administrative internship at Elizabeth City Middle School, where he also served as Community Schools Coordinator, connecting students and families with community resources while supporting student wellness and academic success. His previous experience includes serving as Student Success Coach at Pasquotank County High School, a science teacher at Elizabeth City Middle School, and as a physical education teacher at P.W. Moore Elementary School.
   
• Mrs. Dollie Simpson – Sheep Harney Elementary School:  Mrs. Simpson will join Sheep Harney Elementary as an assistant principal. She brings extensive leadership experience and strong community relationships to the Sheep Harney team after serving six years as assistant principal at River Road Middle School. Before entering administration, she taught mathematics at both River Road Middle School and Elizabeth City Middle School. 
   
• Mrs. Danielle Wissner – Elizabeth City Middle School:  Mrs. Wissner has been named assistant principal at Elizabeth City Middle School. She completed her administrative internship at Sheep Harney Elementary School and earned a Master's in School Administration through the North Carolina Central University Principal Fellows Program. Mrs. Wissner began her career in ECPPS as an instructional assistant before becoming a teacher in the district's Pre-Kindergarten program, where she taught for 12 years.
   
• Ms. Jazmine Jones – Northeastern High School:  Mrs. Jones will serve as assistant principal at Northeastern High School. She earned her Master's in School Administration from Elizabeth City State University in 2022. Most recently, she served as a Multi-Classroom Leader at Central Elementary School, where she taught fifth grade while providing instructional coaching and support for fourth- and fifth-grade teachers. During her ten-year career with ECPPS, she has taught at both Central Elementary and Sheep Harney Elementary Schools.

District leaders are confident this experienced and talented team will build upon the strong foundation already established across ECPPS schools while continuing to advance student achievement, support educators, and strengthen relationships with families and the community.
