The Elizabeth City-Pasquotank Board of Education met in special session on October 9, 2019, and approved the recommendation to hire Rachael Haines as the chief finance officer and Rhonda James-Davis as the chief human resources officer.Haines holds a bachelor's degree in accounting from Elizabeth City State University and is currently pursuing a master's degree in business administration from UNC Pembroke. Ms. Haines has over 18 years of experience in finance. She is currently serving as business services director with Elizabeth City State University and has worked at the university in various positions since 2011. Ms. Haines shared, "I would like to thank Dr. Edmonds and the Board of Education for the opportunity to serve as the chief finance officer. I look forward to being a part of the ECPPS team." Haines will report to ECPPS on November 1, 2019.
James-Davis holds a bachelor's degree in industrial technology from Elizabeth City State University, a master's degree in administration from East Carolina University and an advanced degree from Regent University. She joined ECPPS in 2015 as the director of Career and Technical Education (CTE). James-Davis will continue to oversee CTE, along with her new responsibilities as the chief human resources officer. James-Davis served as the interim superintendent for ECPPS from April 2019 to July 22, 2019 and has over 30 years of experience in education. "I am honored to be named ECPPS Chief Human Resources Officer and look forward to the opportunities ahead to provide further support for our students, staff and community," according to James-Davis.
Superintendent Edmonds is excited to welcome Ms. Haines and Ms. James-Davis to their new roles. "Ms. Haines' foundation in finance at the university level provides knowledge and experience that will be beneficial in her role with our district," shared Superintendent Edmonds. "Ms. James-Davis has proven to be a tremendous asset to ECPPS and has demonstrated excellence through her educational leadership and service. I look forward to the opportunities that both of these team members will bring to ECPPS."
